It is actually culaccino(at least in Italian) and it is the penultimate syllable (ci) that takes the stress.

I've heard her name in countless ways. I don't even think she herself pronounces it as a German would (and she probably doesn't speak German, anyway), and I think that's quite normal, both the ch and the ü in her name being hard sounds to Portuguese speakers.

Is there any other language that does this, if not, why do we do it? And does this make it harder for people to learn to write and read English as a second language? All languages written in the Latin alphabet have cursive and print. But I suppose it can be hard for people whose language is written...

Why?

Anyway, incognito comes from Latin incognitus,a,um, a proparoxytone whose proper accentuation has been preserved in Spanish, Portuguese, Catalan and Romanian.

Makes me think of the idiocies that got published about Russian in the Cold War ("Russian doesn't have a word for peace").
