Shambolic (adjective)
Chaotic, disordered, disorganized, poorly managed.
(Mainly British, dating from around 1970. Derived from shambles; the irregular ending -olic is probably influenced by symbolic.)
Examples:
"The police investigation of the murder was utterly shambolic."
"Many countries have a shambolic legal system."
"The shambolic counting of the ballot papers led to calls for the election to be re-run."
