Quell
In Old German this word meant to torture and in Old English to kill. It appears we have become either more sophisticated or less violent as now this word has the sense of using force to suppress.

It appears the "weaker" use of quell was already out and about in the 13th century. Then again, I guess it also depends on just how much force is used to quell a riot or rebellion. Different strokes for different folks, as the saying goes.
