Not suitable, but not in a rebuking sense. We wouldn't say "The child's tantrum was incongruous." Unless we wanted to point out that the child is usually well-behaved, and we'd probably put an explanatory bit after the incongruous.

Not suitable, in the sense of not fitting in. An extra in the movie Spartacus wearing a wrist watch would be incongruous.
