Since cavorting is a spontaneous expression of joy, it's really not practical to set a date. When International Cavorting Day becomes a reality (and I think we can all agree it's just a matter of time) then everyone on the planet will be issued a Cavorting Card.

The card can be cashed in on a day when it's owner NEEDS to cavort and it will reimburse the cardholder for one day's wages.
