What is the difference between the 'voice of x's conscience' and the 'keeper of x's conscience'?

Judging by what my Google search turn up, phrases like
"Keeper of your/my/his conscience" tend to be third parties.
One of the more famous examples is Gandi who said that
Chakravarthi Rajagopalachari was "the keeper of my conscience"
On the other hand "voice of my conscience," the more common expression, usually refers to something internal to the individual.

It's been my experience that quite often the "self-appointed keeper of the village's conscience" is living proof that somewhere some other village is missing their Idiot ...Wait! I know her/him.That would make sense, I saw the sentence 'self-appointed keeper of the village's conscience'.
