In his latest posting on his Language Blog, Dr. Goodword says he doesn't recall the source of the quotation
"The first victim of war is the truth."

The correct quote is
"The first casualty when war comes is truth."
The source is Hiram Johnson in a speech in 1917.

Hiram Johnson was a popular governor of California and later an isolationist Senator (and one-time presidential candidate). According to Wikipedia, he is also the man behind the California Initiative and Recall system that led to the installation of the present Gubinator.
