UP OR DOWN?

I just got back from working out. I sweated a lot more today than usual, not because it's nearly 100 outside, but because it seemed around 80 inside. They either turned the A/C UP or DOWN, not sure which. Probably they turned the thermostat UP, but if you say they turned the A/C DOWN, my first thought is that it is colder! The same problem occurs in the winter with heat controls.

UP and DOWN used anywhere besides vertically seems to create problems. On maps, UP to me means north, but in listening to others and reading, they don't always use it that way. In New Orleans, for example, UPTOWN is likely west of where you are, and DOWNTOWN is the center of town. In the Bible one always goes UP to Jerusalem because it is on a hill. I've also heard rural dwellers talk about going UP to town regardless of direction. Thoughts anyone?

After posting this, I found Up and Down discussed facetiously in the forum on the Rebel/Yankee test, thus increasing the confusion. (They're Everywhere!
