Appreciate your looking up and posting the word, Slava.
When it's used here the meteorologist just look at the camera
and pretend we all know what they are talking about. I'd love
to catch the Weather Channel with it: but cannot personally
abide weather reports. Looking out the window suffices.

Sounds like a created word when they have nothing else
to use to describe something that they cannot describe.
In this neck of the woods we have lots of them, i.e.
