It would appear that ‘e-lec-tor’-al’ is the new pronunciation. At least we’re hearing it a happy context!
I just took a gander at a few dictionary sites and while LEK seems the preferred stress, TOR is offered on most. A couple of them also make the TOR stress British.
I wouldn't be surprised to find out that TOR on our side of the pond is by attraction from the adverb, electorally.
