An interesting debate. I wouldn't be surprised to find out that in haut couture it is pronounced Frenchily, with the simpler version used by bicyclists and others.

I'm a two syllable, stress on the first, type myself. PAN-yer.

Nice for this word to pop up here again. I'm about to pack my panniers and head off on a 10-day bike camping tour.
