Hamper
A noun and a verb. Both seem to have German origin, but came to English by different routes. The noun by a foray into French. Both connote confining. There is a nautical usage, things important for sailing but at times in the way.

It looks like this one's a two-fer. Hamper - hold back, and Hamper - basket, have different roots.
