Tsundoku

This combines two words in Japanese, for piling up and reading. It means acquiring reading materials but letting them pile up in one's home without reading them. It is also used to refer to books ready for reading later when they are on a bookshelf.

Does anyone know if this is only for personal intended reading? Or could a used book store have "a veritable tsundoku" of titles available?
Also, do they have to be unread by the person who has them? Or can someone like my brother, with some 12,000+ volumes, be said to have a tsundoku of a library? (I believe he's read most of them.)
