Now that this word has appeared in the news, it may be time for Doctor Goodword to enlighten us on its meaning and origin.

To claim or demand presumptuously.

It appears to have come from a PIE word meaning to stretch out a hand.

Actually, this one's been on the Agora thrice (here, here, and here), but somehow never made it to the alphaDictionary dictionary. There we hop from arrest to arrow.
