Is this a shortened version of shillaber? Meaning one who acts as a decoy for a gambler. Is it within the meaning to refer to a charlatan “shilling” for votes?

Don't all politicians have shills? I think they are called campaign managers now. Or advertising agencies. Same difference, no?
