This comes to us from Latin, which obtained same from PIE. Pa, for food, nourishment. In a broader sense it can be used to indicate feed or fodder for anything. In a narrower sense, a diminutive version was used as the brand name for a cereal, Pablum.

Spiro Agnew is credited with the first use of pablum as political drivel.

Perhaps of interest is that with the u, it is intellectual fodder. Without it, not quite so, to put it mildly.
