Subject/Verb Agreement?

What is happening to it? I am constantly running into, and being thrown by, such phrases as " were a critical mass of other Americans...". I gather it is by attraction to the plural, but is it becoming the norm? To me, "a critical mass" is the subject. "A critical mass" is singular. It feels wrong.
