Wimpy are still present in the UK, but rather few and far between, and down-at-heel to boot (in less desirable locations etc.). Not sure what went wrong for them!

I've not seen (or maybe noticed) this with a single n spelling before - it's normally innoculate in the UK at least. Unless I'm going mad, quite possible.

I don't think there is a specific word. It might depend upon the circumstances - for instance 'irregular', 'at will' or something to indicate 'depending on finances'.

Bungle
I happened to be listening to Jethro Tull ('Bungle in the Jungle') and noticed this word used in today's Dilbert. Bungling is big I hear these days (not mentioning Brexit or 'emergencies' ) so it seems apposite as a suggestion - I couldn't see it having been done anyway.
