In the days of film, "transparency" usually referred to a positive film image, framed in plastic or cardboard, that was meant to be viewed as illuminated from behind by a strong light and projected on a screen -- a slide show.
These days, it's more likely to mean how an event or situation, often political, is explained or presented in a news report. Is every detail clear to the audience, accurately presented in such a way that it is verifiably true and doesn't need further explanation? Sounds desirable, but difficult to accomplish, it seems.

Yes, political transparency would be delightful, but not likely. Until then, the parts of this word are discussed in other words. It's not the same as doing them at the same time, but in case anyone's still interested, they are as follows:
