Dysmorphic.
Is it proper to use this word to describe a dysfunctional legislative body as opposed to, say, a congenital disorder of the human body?

The underlying meaning is malformed - I guess you might describe a legislative body as malformed if it was composed of elements that did not help it do the work it was supposed too? For example a legislative body intended to help the populace made up of businessmen that wished to profit from that populace? To be honest it seems like there's better words to me.
