Unless we're talking about the surname, it's not related to a herder of cows.

I had to look it up when I saw an adverbial usage of cowardly, which read very oddly to me: "Lawyer Cowardly Quits". I thought it might be the person's name. Turns out there really is an adverb, not just an adjective. I think 'cravenly' would have worked better, though.
