An adjective with an LY ending? But can’t this be used as an adverb? “He became prickly when asked about the phone call.”

It's an adjective because it is prickle + y, not prick + ly.
I'd parse your example as an adjective, too. It's not in what manner did he become, but what did he become.
An adverbial use would require a more vulgar meaning.
